To reduce the risk of aspiration and choking, mix loose grains of rice into sauce or a soft, scoopable food and wait until at least age 3 to serve steamed rice cakes. I always did it the other way around, cooked it then vitamixed with extra liquid- but always made way too much and ended up having to freeze it.
